You have to write an email to cs@arxiv.org, with subject subscribe your name and email body:

They are RSS feeds for arxiv categories, with the following structure:

• https://rss.arxiv.org/rss/cs.SE
• https://rss.arxiv.org/rss/cs.PL

To use these feeds, one can use software such News feed in Thunderbird or rss2email

Note that they are not updated on Saturdays and Sundays

To subscribe to additional subject classes, or delete existing subscriptions,
send a message containing 'add' or 'del' commands. For example,

         To: cs@arxiv.org
         Subject: subscribe Your Name

         add Artificial Intelligence
         del Systems and Control

The subject classes can be abbreviated (provided they remain unique)

To get a list of the valid subject classes, send an empty message
'To: cs@arxiv.org' with 'Subject: subscribe'

Your email address has been added to the title/abstract distribution list.

The simplest way to retrieve and submit papers is via the world wide web.
The main site is http://arxiv.org/ (see http://arxiv.org/help/ or see
http://arxiv.org/servers.html for a list of mirror sites to determine
the nearest to you).

To remove your email address from the distribution list, use `cancel'.
A `cancel' message must be sent from the same account as the `subscribe'
message. If your account is about to be de-activated, please be sure
to send the `cancel' message before this happens. For example to
remove you address from the cs distribution list you would send the
email:

Subject: cancel
